Prepare the Beef Mixture

- Stir in the cream of mushroom soup, beef broth, frozen mixed vegetables, Worcestershire sauce, salt, and pepper. Mix well and let simmer for 5 minutes.
Make the Cheese Sauce
- In a medium saucepan, melt the butter over medium heat. Once melted, whisk in the flour to create a roux, cooking for about 1-2 minutes.
- Gradually whisk in the milk, ensuring there are no lumps. Continue to cook, stirring constantly, until the mixture thickens, about 3-5 minutes.
- Remove from heat and stir in the shredded cheddar cheese until melted and smooth. If using, add garlic powder for extra flavor.
Assemble the Casserole
- Preheat your oven to 375°F (190°C).
- In a 9x13 inch baking dish, spread the beef mixture evenly across the bottom.
- Pour the cheese sauce over the beef mixture, spreading it evenly.
- Top with frozen tater tots in a single layer.
- Sprinkle additional shredded cheddar cheese over the tater tots.
Bake the Casserole
- Place the baking dish in the preheated oven and bake for 30-35 minutes, or until the tater tots are golden brown and crispy.
- Remove from the oven and let it cool for 5 minutes before serving.
